Customs clearance of the goods is a transfer of special documents, in accordance with the specified list, and the payment of all necessary customs payments. The submitted documents are the main argument for the authorized customs authority in its decision on whether to allow the passage of this cargo through the customs border of the Russian Federation (import, export, transit).
It is important to know that customs clearance consists of 2 stages: preliminary and basic.
Preliminary stages of customs clearance
Preliminary stages of customs clearance involve the following actions:
- Notification to the customs authority of your intention to import or export goods or vehicles across the border;
- Demonstration of goods and vehicles to the customs representative;
- Submission of the documents required for customs clearance;
- Preparation of submitted documents is also included in preliminary actions.
Customs clearance
Customs clearance consists of 5 main stages:
- Declaration of goods;
- Document control, when all documents submitted by the declarant are checked: Declaration of goods, Declaration of customs value, Adjustment of customs value, in addition, the HS code and the country of origin of the goods are also checked;
- Exchange controls, during which financial documents as transaction passport and contract are checked. The correctness of the customs payments is also checked;
- Customs payments including: customs duties, taxes, fees for licenses and other payments provided for customs clearance of cargo;
- Customs control, where a final check of the correctness of the customs clearance is carried out.
After these stages have been completed, the customs representative inspects the cargo, checking against the specified data.
